A child is brought to the emergency room with an injury. Was it caused by abuse? When investigated by the police, hospital staff, and child protective services (CPS), each entity may view the same events differently, but the sole and final decisionmaker is CPS. From the perspective of a layperson, this may be puzzling. Police are rigorously trained in detecting illegal behavior. Nurses and doctors spend years gaining practical experience in determining how injuries occur.
